HACKENSACK, NJ—Heeding the instructions of state officials and emergency personnel,  New Jersey residents were able to escape Hurricane Sandy’s devastating floodwaters Monday by ascending to the shoulders of Gov. Chris Christie and riding out the storm atop the first-term Republican.
